अब भिखारियों के खिलाफ होगी कार्रवाई, CP ने धारा 144 के तहत लगाया प्रतिबंध
चौराहे पर वाहन रुका नहीं कि अचानक ही इंसान चारों तरफ से खुद को घिरा पाता है. एक तरफ कोई महिला गोद में बच्चा लिए भीख मांगती नजर आती है तो दूसरी तरफ कोई बच्चा गाड़ियों का शीशा खट-खटाता दिखाई देता है.
अधिकांश बड़े चौराहों पर यही माहौल है. यातायात तो प्रभावित होता ही है नागरिकों को भी दिक्कत होती है. पिछले दिनों ही सीपी अमितेश कुमार ने चौराहों पर वाहन चालकों से रुपये वसूलने वाले तृतीयपंथियों पर नकेल कसी थी.
धारा 144 के तहत आदेश लागू कर तृतीयपंथियों पर प्रतिबंध लगाया था. तब से तृतीयपंथी रास्ते पर नहीं दिखते. पुलिस के इस निर्णय की नागरिकों ने भी सराहना की.
इसी के साथ ही चौराहों और रास्तों पर भीख मांगने वालों से भी छुटकारा दिलाने की मांग बढ़ने लगी. इसे ध्यान में रखते हुए सीपी ने बुधवार को धारा 144 के तहत नोटिस जारी किया जिसमें रास्ते पर भीख मांगने वालों पर प्रतिबंध लगाया गया है.
वैसे भी राज्य में भीख मांगना अपराध है. इसके लिए 1959 में महाराष्ट्र प्रिवेंशन ऑफ बेगिंग एक्ट बनाया गया था. इस कानून के तहत भीख मांगने वाले के खिलाफ पुलिस कार्रवाई कर सकती है. अमूमन हर कोई भीख मांगने वाले को दया की नजर से देखता है.
ज्यादातर लोग तो भीख मांगने वालों को पैसे भी देते हैं. इसीलिए आमतौर पर भी पुलिस भी इनके खिलाफ कार्रवाई नहीं करती लेकिन पिछले कुछ वर्षों में सिटी की सड़कों पर भीख मांगने वालों की संख्या बढ़ती ही जा रही है.
अलग-अलग चौराहों पर टोलियों ने अपना कब्जा जमा लिया है. अछे खासे लोग भी चौराहे पर भीख मांगते दिखाई देते हैं. उससे भी ज्यादा गंभीर है कि कुछ लोग बच्चों को इस काम में लगाते हैं. हाथ में एक कपड़ा थमाकर उन्हें पैसे वसूलने को कहते हैं.
बच्चा गाड़ी के सामने आता है. बोनट पर फटका मारता है और तुरंत पैसे के लिए हाथ आगे कर देता है.
कोई जबरदस्ती नहीं है लेकिन क्या इस तरह बच्चों को आगे करके इस तरह लोगों को इमोश्नल ब्लैकमेल करना कहां तक सही है.
कई फ्लाईओवर के नीचे भिखारियों ने अपने डेरे बना रखे हैं. फुटपाथ और डिवाइडरों पर भी उनका कब्जा है. इसीलिए इस पर प्रतिबंध लगाना उतना ही जरूरी हो गया था.
सीपी के आदेश के अनुसार अब टोली या अकेले भीख मांगने पर पुलिस की कार्रवाई की जाएगी.
यदि इस आदेश पर किसी को आपत्ति है तो वह (cp.nagpur@mahapolice.gov.in) पर अपनी आपत्ति दर्ज करवा सकता है.
आवश्यकता के अनुसार आक्षेप पर निर्णय लिया जाएगा. यह आदेश 9 मार्च से 30 अप्रैल तक लागू रहेगा. साथ ही आज से पुलिस की कार्रवाई भी शुरू हो जाएगी.
